Use it when a CFO or board must decide how to deploy available capital across competing uses: an annual capital plan, a windfall or asset sale that frees up cash, or a buyback versus dividend versus debt paydown debate. It is allocation across the whole capital base, not the standalone valuation of one acquisition target. The method sizes the allocable pool first (only surplus capital counts: beginning cash plus projected free cash flow, minus the minimum operating cash floor and committed outflows, over a stated 12 to 24 month horizon), sets one common hurdle by estimating WACC from market value weights, then estimates the marginal return on each use on a like for like basis: project ROIC for reinvestment, post-synergy ROIC with an execution haircut for M&A, the after-tax interest rate retired for debt paydown, the earnings or free cash flow yield for a buyback (with the explicit warning that buying back above intrinsic value destroys value whatever the optical EPS accretion), payout and signaling value for a dividend, and the opportunity cost of a cash buffer held for liquidity insurance. Constraints are applied as hard gates before any ranking, never as notes after it: the leverage target, the liquidity floor, covenant headroom and any credit rating threshold. Surviving uses are ranked by spread over the hurdle, ties are broken on strategic fit, durability and reversibility, allocation stops when the marginal spread turns negative, and the output closes with the resulting leverage and liquidity plus the two or three trigger values that would flip the ranking.
