QianWen update check: skill pack version notifier

Prerequisites: Python 3.9+ and curl; nothing else — no accounts or keys needed Install "QianWen update check: skill pack version notifier" for me. The update notifier for the QianWen-AI/qianwen-ai skill pack: reads the installed version from version.json, fetches the latest release from the remote repo (overridable with QWEN_SKILLS_REPO), compares with semver and returns {"has_update": true/false}, rate-limited to once every 24 hours via a last_interaction timestamp in <repo_root>/.agents/state.json (bypassable with --force). Other QianWen skills delegate version checking here and surface [ACTION_REQUIRED] and [UPDATE_AVAILABLE] stderr signals.
