Its rule is "grill the send, not the subject" — it interviews you only about the send (who the recipient is, what you need back), then writes questions aimed at the gap, most-important-first since async means you may only get one pass. The included template enforces the discipline: purpose, context paragraph, how-to-answer guidance, one idea per question, an answer stub under each, and a "why this matters" line wherever a question could be misread. GitHub is optional: if I have a GitHub account or the gh CLI, you may use it; otherwise public access is fine. Never require it unless it's in the prerequisites above.
