gws CLI: create a Google Model Armor template

Prerequisites: the `gws` binary on the PATH (see the repo README for install options); a GCP project with billing enabled (Model Armor is pay-as-you-go); the `gws-shared` prerequisite skill installed first (auth, global flags, security rules — run `gws generate-skills` if missing) Install "gws CLI: create a Google Model Armor template" for me. Give my agent the gws-modelarmor-create-template contract: create a Model Armor template with --project, --location and --template-id (jailbreak preset by default, --json body to override), to be used with +sanitize-prompt and +sanitize-response. Fetch the SKILL.md file (and any helper files) from the repository path into a temporary folder and summarize what it does in one or two sentences. 2. Verify with no network calls: frontmatter valid, files in place. 5. Report what was installed, where, and what I still need to do myself (e.g. install the gws binary, set up the gws-shared prerequisite skill, and confirm my GCP project and billing). GitHub is optional: if I have a GitHub account or the gh CLI, you may use it; otherwise public access is fine. Never require it unless it's in the prerequisites above.
