Every candidate must survive a four-question gate — frequency (keyboard-initiated or 100+/day actions are rejected outright), purpose (feedback, spatial consistency, state indication, preventing a jarring change, explanation, or delight), speed (UI motion under ~300ms), and function (decoration on data-dense UI hinders). Each surviving suggestion ships with exact values — cubic-bezier curves, durations, transform/opacity only, reduced-motion handling — and a mandatory rejected-candidates section shows what was deliberately turned down.
